These are mostly composed of victimless offenses (e.g. crimes against national security, the fundamental laws of the state, public order, public morals, and violations of special laws). These include illegal gambling, illegal possession of firearms, carnapping, illegal drugs, kidnapping, serious illegal detention, and smuggling, among others.
